He is a Professor Level Senior Engineer, and graduated from Department of Water Conservancy of Tianjin University and obtained bachelor’s degree in port and waterway engineering. Mr. Bai later graduated from Wuhan University of Technologyand Shanghai Maritime University and obtained master’s degree in management science and engineering, doctor’s degree in transportation planning and management respectively. He is currently the Party Secretary as well as Chairman of the Board of China Merchants Expressway Network & Technology Holdings Co., Ltd. He is a professor level senior engineer, graduated from Chang’an University Road School with a doctorate in road and railway engineering, and is currently the Deputy Party Secretary and General Manager of China Merchants Expressway Network & Technology Holdings Co., Ltd. . He used to serve as a party member and deputy general manager of China Merchants Expressway Network &Technology Holdings Co., Ltd. ,party secretary and general manager of Guangxi Liugui Expressway Operation Co., Ltd. , general manager of Guangxi Huatong, Guiwu, Guixing and Guilin Gangjian Expressway Co., Ltd.

He graduated from Renmin University of China with a bachelor’s degree in national economic management and is currently a member of the Party Committee, Deputy General Manager and Secretary of the Board of Directors of China Merchants Expressway Network & Technology Holdings Co., Ltd.. He served as COO of China Merchants Asia Pacific, deputy general manager of China Merchants Huajian Expressway Investment Co., Ltd., general manager of China Merchants Securities Investment Bank Headquarters (Shanghai).

She graduated from Law School, Peking University, with a master’s degree and is currently a member of Party Committee and secretary of Discipline Inspection Commission of China Merchants Expressway Network & Technology Holdings Co., Ltd. She used to serve as a member of the Party Committee and CFO of China merchants Huajian Expressway Investment Co., Ltd, vice secretary of the Party Committee, secretary of the Committee for Discipline and CFO of Zhejiang Wenzhou Yongtaiwen Highway Co., Ltd., full-time supervisor of the board of supervisors of the State-Owned Assets Supervision and Administration Commission of the State Council, and cadres of Enterprise Working Committee of CPC Central Committee and the board of supervisors of state-owned enterprises.

She is a senior accountant、CICPA、ACCA、CGMA，graduated from Xi’an Jiaotong University with a master degree in accounting, and is currently a party member and financial director of China Merchants Expressway Network & Technology Holdings Co., Ltd. She served as the deputy financial director of China Merchants Expressway Network & Technology Holdings Co., general manager of finance department and member of Discipline Inspection Commission of Sinotrans Co., Ltd.
